End-to-end design and development of a climate resilience tool — from data collection workflows to scoring dashboards — with implementation support across international partners.

The challenge
The Cayman Islands Government needed a climate resilience index — a structured tool to evaluate and prioritize climate resilient infrastructure investments across multiple ministries, as part of an EU-funded resilience programme. Existing tools were either enterprise-grade financial risk platforms or basic government data viewers. Neither was built for multi-stakeholder infrastructure investment scoring or climate resilience planning at the national level.
The approach
Built a full-stack climate resilience platform with multi-stakeholder data collection, sector-based scoring, and data visualization. The climate resilience index scores investments across six sectors of critical infrastructure — energy, built environment, financial systems, and community health — enabling government officials to prioritize climate resilient infrastructure based on measurable resilience impact. Collaborated on-site with government officials and international partners from IRMA and Expertise France.

Key outcomes
- Delivered a climate resilience index used to evaluate and prioritize investment projects across multiple government ministries
- Positioned as a repeatable climate resilience framework for other Overseas Territories and Small Island Developing States
- Security-compliant architecture meeting government requirements
- Phased rollout with in-person workshops across international partners
